Directors’ Board of the Cement Producers Association in Iraq Discusses Market Conditions and Challenges Arising from Rising Production Costs
The Board of Directors of the Cement Producers Association in Iraq held its regular meeting today, Saturday, September 12, 2026, chaired by Eng. Ammar Rahem Abdullah Al-Saedi, in the presence of Board members and representatives of member companies.
At the outset of the meeting, the Chairman welcomed the attendees and emphasized the importance of maintaining coordination and cooperation among member companies to address the challenges facing the cement sector and enhance its stability.
The meeting reviewed the current state of the Iraqi cement market, the quantities produced by member companies during the past months, and the extent of compliance with established prices. It also discussed mechanisms for organizing and monitoring cement marketing activities to ensure market stability.
The attendees further examined the key challenges confronting cement plants, foremost among them the significant increases in the prices of heavy fuel oil (black oil) and electricity following the reduction of government subsidies. These increases have resulted in higher production costs, directly affecting the economic viability of cement plants, exacerbating financial burdens, and causing investors in the sector to incur losses.
The Board of Directors emphasized the importance of calling upon the Government to support the cement sector in implementation of the esteemed Council of Ministers Resolution No. 409 of 2015, which provides for government support for fuel prices. Such support is essential to ensure the continued operation of cement plants, make cement available to Iraqi citizens at affordable prices, and promote investment in this vital sector.
The meeting concluded by reaffirming the importance of continued joint efforts between the Association and its member companies to address market challenges and maintain the stability of the cement sector in Iraq.
